SOLE TO TACKLE ENERGY-EFFICIENCY IN BUILDINGS IN EGYPT

SOLE is a strategic ENI CBC MED cross-border project, that aims to tackle common challenges caused by the increasing annual energy consumption and growing levels of CO2 emissions with a focus on the estate sector. Though the building sector consumes between 30 to 40% of the Med countries’ energy budget, energy-efficiency in buildings still remains a neglected tool in mitigating emissions.

To tackle these common challenges, SOLE will support cost-effective and innovative energy rehabilitations of public buildings starting with technical, cross-border knowledge sharing, as a basis for pilot actions that will be implemented in selected public buildings in the seven participating countries. SOLE aims to foster a reduced and cleaner energy consumption directly in the pilot buildings as well as in other buildings, on the mid-long term- thanks to the impact the project will have on policymakers as its primary target group. The pilot action buildings vary from schools to administrative facilities, to sports centers, which all have different characteristics in energy consumption and as such, in required interventions. The project aims to promote technological innovation, technical solutions; organizational innovation, through behavioural change tools; and financial innovation, through blended funded options.

After 30 months of implementation, the mid to long term impact will be seen in:
• Increased proportion of renewable sources in the energy mix
• Reduced electricity consumption and reduced emissions from public buildings
• Economic savings for public authorities, from reduced energy consumption costs
• Impact in terms of job creation, both in the building/construction sector and as energy managers for public buildings.

Egypt is among the 7 countries of Italy, Greece, Spain, Lebanon, Jordan, and Tunisia,
participating in the project through 9 different complementary organizations:

• Royal Scientific Society/ National Energy Research Center (Jordan)
• Municipality of Jounieh (Lebanon)

SOLE has a total budget of 3.6 million euros and will be funded up to a maximum of 90% through the “Mediterranean Sea Basin Programme” ENI CBC Med 2014-2020.

The 2014-2020 ENI CBC Mediterranean Sea Basin Programme is a multilateral CrossBorder Cooperation (CBC) initiative funded by the European Neighbourhood Instrument (ENI). The Programme’s objective is to foster fair, equitable and sustainable economic, social, and territorial development, which may advance cross-border integration and valorize participating countries’ territories and values. The following 13 countries
participate in the Programme: Cyprus, Egypt, France, Greece, Israel, Italy, Jordan, Lebanon, Malta, Palestine, Portugal, Spain, Tunisia. The Managing Authority (JMA) is the Autonomous Region of Sardinia (Italy). Official Programme languages are Arabic, English, and French.
